Suspect arrested in homicide case

On Oct. 25, The Windsor Police Service was called to an address in the 2400 block of Highland Ave. for reports of trouble unknown.  

When officers arrived, they discovered 69-year-old John Frickey deceased inside his residence. Windsor Police Forensics and Major Crimes attended the scene to conduct their investigation.  

At that time, Windsor Police deemed the death suspicious. Major Crimes took lead of the investigation and requested for a post-mortem examination to be completed, which confirmed the death was a homicide.   

A detailed investigation was completed over the last few days to identify the suspect. 

Shortly before 10:30 a.m. on Oct.31, Windsor Police officers, with the help of the OPP-led Repeated Offender Parole Unit, arrested suspect Joshua Bulmer at a residence in the 700 block of Pierre Avenue.  

Bulmer has been charged with first-degree murder and break-and-enter in connection with the homicide on Oct. 25.
